洪堡基金会简介:
洪堡基金会(Alexandervon Humboldt stifurg),是指德国以洪堡的名字命名的资助性机构。1860年在柏林成立。宗旨:不分性别、种族、宗教和世界观,为国外具有硕士学位以上学历的青年学者提供研究经费,让他们在德国进行科学研究。基金会的主要任务是,资助德国学者到国外去学术旅游,邀请外国有才华的青年科学家来德国的大学和科研机构从事科研工作,并为他们提供奖学金。自基金会成立以后,世界上已有12000余名科学家获得了洪堡奖学金和各种奖金。基金会每年为约400名各国青年科学家提供奖学金。洪堡基金会由德国联邦政府提供资助,主要从外交部文化经费中拨款。其余少量的经费(约10%)由德意志科学基金联合会、弗里茨-蒂森基金会、大众汽车基金会和化学工业联合会等资助。奖学金的颁发不受专业和国籍、性别、种族等的限制。奖学金只资助长期的、具体的科研项目,而不资助在德国进修、培训、参加会议和科学考察的人员。资助期限原则上是6~12个月,但总计不能超过24个月。

The Alexander von Humboldt Foundation’s German Chancellor Fellowship Programme istargeted at university graduates from the United States, the Russian Federation, the People’sRepublic of China, Brazil and India who have an international outlook and initial leadershipexperience. It addresses prospective decision-makers, multipliers and thought leaders from abroad range of professional fields such as politics, public administration and business as well associety and culture. The fellowships give them the opportunity to spend a year in Germanynetworking with other prospective leaders from abroad, who are also sponsored by theHumboldt Foundation, and to explore new solutions to the global issues of our times. With thisprogramme Germany once again presents itself as a destination of choice for interculturaldialogue and as a meeting place for the international leaders of tomorrow.
During their stay in Germany, the German Chancellor Fellows usually pursue research-based,self- developed projects in the areas mentioned above at host institutions. They are supervisedby hosts in Germany who they select themselves and who have the necessary level of expertiseto mentor the respective research topics. The projects should not only be of social significance,but should also have a long-term, publicly-visible impact. They should also be conducive toadvancing fellows’ career development. During their stay in Germany, fellows will be able toexpand their specialist knowledge and gain new international experience whilst enhancing theirintercultural skills and thus enabling them to develop into successful leaders.
After the fellowship has come to an end, they act as intermediaries between their own countriesand Germany and continue to be part of the worldwide Humboldt Network in which the alumni ofthe German Chancellor Fellowship Programme foster particularly close contacts with oneanother. This has resulted in a steadily growing network of international decision-makers,multipliers and thought leaders.
This fellowship programme is under the patronage of the Chancellor of the Federal Republic ofGermany and is financed by the Federal Foreign Office. The Alexander von HumboldtFoundation grants up to 50 German Chancellor Fellowships every year – up to ten of which goto prospective leaders from each of the five countries named above.
Potential candidates, who are interested in studying or training in Germany, should apply for theprogrammes offered by the German Academic Exchange Service (DAAD) or other fundingorganisations. Postdoctoral scientists and scholars planning an academic research projectshould apply for the Alexander von Humboldt Foundation’s Humboldt Research FellowshipProgramme.
Fellowship benefits The fellowship grant amounts to €2,150, €2,450 or €2,750 per month, depending on theapplicant’s qualifications. The fellowship also includes a mobility allowance as well as acontribution to health and liability insurance.
The stay in Germany begins with a language scholarship for an obligatory two-month intensiveGerman language course which takes place during August and September. Depending on the Seite 2 von 3individual German language knowledge, the Alexander von Humboldt Foundation may grant anadditional language course in July or approve a reduction of the course. The GermanChancellor Fellowship is granted for twelve months and starts in October with a four-weekintroductory seminar in Bonn and Berlin. This provides varied insights into the social, political,economic and cultural life in Germany. It is followed by eleven months of individual project workstarting in November.
During the spring, a two-week study tour of Germany takes place. Other events within the scopeof the fellowship include the Alexander von Humboldt Foundation’s annual meeting with areception held by the Federal President and a final meeting in Berlin which includes a receptionat the Federal Chancellery. Fellowship extensions of up to three months are possible.
Additional benefits • allowance for research costs amounting to €500 per month for the hosts in Germany • lump sum for the fellow’s travel to and from Germany if these costs are not borne by a thirdparty • allowances for family members accompanying the fellow to Germany for a minimum ofthree months (up to €326 a month for marital partners and up to €244 a month for each child) • German courses in the fellow’s own country prior to the stay in Germany as well as duringthe stay in Germany to intensify the knowledge of German acquired during the intensivelanguage course • Europe allowance for a stay of one to two months at an institute in Europe (not, however, inthe fellow’s own country) if such a stay is necessary to conduct the project in question • extensive alumni sponsorship after the stay in Germany has been completed successfully,in particular, to promote networking with the collaborative partners in Germany during thealumni’s entire professional careers
Application requirements • the applicant must be a national of the United States, the Russian Federation, The People’sRepublic of China, Brazil or India • Bachelor’s or equivalent academic degree completed less than twelve years before thebeginning of the fellowship (1 October of the year following application) • initial proven leadership experience; applicants with a preponderantly academicbackground should have acquired initial leadership experience in addition to their ownresearch activity • German or English language skills • a letter of motivation • a project plan; candidates must draw up their project plan independently and discuss it withtheir intended host prior to application • a detailed statement, including confirmation of supervision, by the host in Germany • two references by individuals qualified to comment on the candidate’s professional,personal and/or academic background Potential applicants who have been in Germany for more than six months immediately prior tothe application deadline (15 September) may not apply.

Selection criteria Applicants are selected according to the following criteria: • previous career and leadership potential • significance of fellowship for further career development • potential to build bridges between homecountry and Germany • international outlook and future role as an international leader • existing knowledge to help complete the project successfully • relevance of the project for the dialogue of modern societies
Application and selection procedure Applications should be completed online. The application deadline is 15 September of everyyear.
The completed application form, including the necessary additional documents, should besubmitted online by the application deadline. Applicants are responsible for ensuring that their documents are complete and correct. It maynot be possible to include incomplete applications in the selection procedure.
The selection process consists of two steps. The most promising candidates are initiallyselected from all formally approved applications on the basis of the written documents, andinvited to a selection meeting in Bonn. During an interview, the applicants present themselvesand their projects to an independent selection committee which decides on how the fellowshipsshould be allocated. A further selection tool involves a group discussion on an overarching topicof general interest.
